cartoon racer 1995_2005

looking for help finding an old game
it wasnt very popular from what i remember
it was a cartoon racign game all wacky and for kids
the game was played in 3rd person
one main racer i remember had a cowboy had and blue shirt
another distinct feauture was all the characters had big heads and small bodies and each character made a distinctive sound effect for mwhat i remeber no pone talked aswell
this is all i can remember sorry if its nothing to go off good luck finding it!
