Mah Jongg is an "addictive solitaire game played with Chinese tiles" according to the game's manual. This game is the sequel to Arcanum Computing's previous game Maj Jongg Solitaire. It features improved graphics (SVGA 640x480) and features which make it generally a better playing experience than its predecessor. Honestly I never learned how to play Mah Jongg, so I can't tell you if this functions as a good solitaire version of it or not! So you'll need to try it for yourself. It also includes a tile editor called "Tile Factory".
