Tropical Game with elections and military popcorn!

Hi together,

It's driving me crazy to remember this gem of my childhood.

Setting was on an tropical island, where you choose between 3 military factions (aviation, navy and military). Goal was to get elected to grow your wealth. Plattform was pc, should be early 2000s.

Some details I remember:
- each day starts with the radio host screaming good mooooorning xxx island (xxx I think it was mad, but not sure)
- you fight other military branches with popcorn
- you had to talk to different groups and promise them things or set the laws in their favor to get elected

At first I wanted to say Tropico but it does not really match your description, as it is more focussed on building an economy.
