4x Space game 2d top down turn-based [Emperor of the Fading Suns]

Heya All,
Looking for a, I guess it was, 4x game.
PC/windows
Maybe 25 years ago Maybe longer.
4x Strategy turn-based
2D
Not 100% of plot but I think the emperor died and all the different factions are vying for power to take over. Similarish to warhammer 40K setting.
Top-Down. Hex or tile-based.
About 10 different factions. One is a religious faction, there was an imperial fleet too I am sure. Ie different government positions that allowed you to control that position's assets.
Different factions but also aliens/Xenos. Mutants too I think.
Build units on planets but there was also a star map to go between planets all turn-based. I think one of the things you did was collect sceptors which were shaped like an upside-down T I am fairly sure.
Can't for the life of me remember it's name.
Any help greatly appreciated!
