I'll just assume you're talking about the first 3 2d gtas, which the full versions are free and legal downloadable from Rockstar's site. (Not GTA:London, but 1 and 2)

The filename for the demo version on DOSGames.com is "<b>gta8.zip</b>". So, that's where "GTA 8" likely comes from. The "8", afaik, refers to 8-bit color graphics (ie. 256 colors) used in the game.
