Holy cow, that game cannot be DOS!! It looks too cool to be DOS!! Anyhow, it is free to sign up for Gamespot, although gotta shell out some dough for some things, but this aint one of em.

I think it was made for both OSes. Look a 3Dgamers= http://www.3dgamers.com/games/xs/ . Notice the requirements. Also, take a look at the Official Page under system requirements. I quote
IBM PC & compatibles
MS-DOS 5.0
Pentium Processor
8MB RAM
Minimum 21MB Hard Disk space
Full Install 120MB Hard Disk space
256 Color VGA Display
2X CD-ROM Drive
Mouse
Sound Card
Even that site you linked to says it's DOS!!
The screenshot that Bobo linked to may look cool, but take a look at some other screens and it could easily pass as DOS.

I the links I found were dead.

+ if you blow up the pic to full size you would see alll the pixals and instantly know it's dos. It's a network game.
