90s detective game in the frame of interactive film

Hi guys.

I try to find an old 90s detective game in the frame of interactive film. I previously played the game on PC. It is first person. The setting of this game is an American metropolis (like New York) and the goal of the game is to catch a wanted female boss. The way to play this game is to click one option to continue the dialogues. The beginning of the game is at the airport and a taxi driver will take you to the city after the dialogue. In the way to the city, the taxi will pass through a checkpoint and a policeman will ask you whether you see the female boss. The most noticable feature of the female boss is her thigh-high boots covered by thorns.

If someone knows the name of the game, I will be very appreciated!

I would initially guess at one of the Carmen Sandiego educational games? But maybe you are after a 'live action' type game based on movie clips?

Nope. The game is more realistic than the sci-fiction Under a Killing Moon.

Nothing springs to mind as I was also thinking on the UAKM series of games, but there is a law enforcement game group at mobygames, you can look through the relevant years and platforms:

There are also quite a lot of games with varying live video use, so the exact style helps, like cut-scenes, FMV, live action and video backdrops to check out.
