Late 90's /early 00's browser game real estate

I remember playing a browser game back in the days of dial-up modems and appreciate any help identifying it.
It was a real estate strategy game ; there were numerous cities around the world where you would develop plots of land and protect and upgrade them.
I remember some of the properties included a humble hot dog stand; another one was a nightclub - the image of which was a pyramidal building with a spotlight shooting upward from the tip.
You could also purchase protection for your buildings; I believe this included fire extinguishers up to security guards. This would guard against other players firebombing your buildings and then claiming the land for themselves.
The cities in the game were based on real-life; I remember encountering amusingly named Canadian cities Yellowknife, Medicine Hat, and Happy Valley-Goose Bay.
The primary view was a bird's eye of the city. The graphics were stationary images. Since it was online the play was real time.
