Game like Streets Of Rage, but in 3D

It was around 2006-2007? I had the game disk for quite a while.
The game disk was one of those disks, where it had a few games and a demo.

The main game was Postal 2 with the Apocalypse Weekend expansion, a secondary game which is the game I'am searching for and a Need For Speed Underground 2 demo.

As I said, the game was like Streets Of Rage, but in 3d. It was in an isometric view. It had 3 or 4 characters I believe. I don't remember really the areas of the game, but I do remember that there was a (maybe) construction area, a suburbs area and maybe a few more which I don't recall. There were guns in the game aswell.

The last boss was a big bald dude with a white suit (I think) and had 2 or 3 stages. He was fleshy at first, but after beating him the first time, he melted down and turned metallic. I don't really remember the rest.

So, a Windows game, I assume.

Were the four characters always together as a gang, with a group you controlled from behind view, or did you choose one guy at a time to play from four candidates? Any car driving involved?

I guess there are some games to choose from, I looked at some from 2005.

I'll have you know that someone here waited 10 (ten) years to find their game. No joke. Perhaps if we had like 100+ video game experts here you'd expect faster results, but there's no more than 10 people at best. Sorry.

It was one dude you picked and fought in the style of Streets of Rage. True Crime Streets of LA is 150% different from a game I'm describing. There are 4 characters... Or 3, I don't really remember. One was a huge dude, another was a normal dude and another one was a chick.
