I only vaguely remember this MS-DOS game. The opening scene showed the protagonist/player in a futuristic vehicle traveling along the water. During the opening scene, the character is interacting with someone (possibly on a computer screen) while riding in the futuristic water vehicle. If I recall correctly, it was simply an intro screen providing background info for the game.
Eventually, the partially (or perhaps entirely) submerged future water vehicle docks at some similarly futuristic warehouse where the protagonist disembarks the vehicle. You can then control the character but your mobility is limited to a single room. You can click the mouse in the direction you want your character to walk. You can likewise click on a door which will take you to another room.
As the game progresses, I believe you encounter several obstacles. For instance, the one I can remember most vividly is one room in which, upon entering, you are forced to operate some type of large anti aircraft gun. You have to aim and fire the gun at aircraft that are either bombing or shooting the compound.
The graphics, if I recall correctly, were fairly sharp for the time since the game didn't allow much interaction with the environment - it was simply an image and set paths upon which the character can move.
Unfortunately, I don't recall much else! Kind of a long shot, but I appreciate any help!
