Futristic police? In San Fransisco? In a flight sim?

I'm trying to find a game for a friend of a friend. This is the description that he provided:

okay so you're like this cop dude in a foggy version of a san-francisco like city
and there are different levels of the city, and you are some sort of future cop
and you fly around a spaceship, and i think he said you land it once, at the very end of the game
and it's like a flight simulator type game or something.

Now, I recommended this game:

Apparently it wasn't "foggy" and thus was not the correct game.

I was wondering if any of you could help out. This is all the information I have on this game.

Hmm, the fog could have easily been the way to reduce strain on the drawing routines of the system.

Anyway, the only games where you fly a ship in a city that come to my mind right now are Adrenix and Defiance. Not sure if they're foggy enough, or if the character is actually a cop in any of them.

he said that the fog was not just a lack of processing power, but it was actually there for a reason. It was also a flight sim of sorts and not an adventure game.
