It was in 2d and the setting were these abandoned brick apartmenthouses, it all had a very post-apocalyptic feel with garabage cans and trucks burning and graffiti on the walls. I were this rambo-type guy with a machine gun shooting people, not sure about the real objective or mission though. It was played sideways and, I might remember this wrong, but I think I had to climb latters when moving around in the buildings.
I played around 1994, but it wouldn't surprise me if it were older, based on an acade game even.
I remember it as the best game ever and I've been looking for it for ages, but unfortunately nobody knows what I'm talking about. :/
Are you absolutely sure it was a DOS game? Because what you described sounds a lot like Midnight Resistance, which was ported to a lot of platforms but never to DOS, unfortunately.
Just saw it in a "60 abandonware games" youtube vid while looking for something, and remembered this post.
That site is well known for stealing reviews from other sites without permission (and ignoring all emails asking for removal of stolen reviews), stealing bandwidth, and charging for downloads.
