That's also my first thought, I've got that game as cover game on a French gaming magazine, must been approx in 1992, My daughter (must been 7 years then) finished the game in one day.
So ... cheats for it?
If a 7 years old can finish it, you certainly can.

Why don't you try out one of these:
Moktar the Fox 2.0.2: level viewer, level editor, trainer, code viewer, ingame bug fixer; your basic TTF/Moktar survival kit.
or
Titus the Fox trainer 1.1: Improved trainer and added code generator. Still doesn't work on Moktar.
You find them in the download section in that linked site.
Honestly, there are so much versions of Titus and Moktar, each with their own codes, that it's useless to ask for codes.

Moktar the Fox 2.0.2 good is give me all code for this game but
it's not working in dosbox just working in windows xp

None blames you, 486 player, the level viewer/editor and trainer works fine.
As for the codes, it's normal they don't work, as Moktar/Titus uses non-standard keyboard returns.
The program itself is fine.
And once again, you really don't need cheat codes for that game.
Let's face it, if you need codes to play that one, you also need cheats to play tic tac toe. Really.
Maybe *maybe* if you're on a laptop .... those things sux for playing games. Djees man, I hate those crappy laptop keyboards.

If you think the game is so easy, I would like to see a video of you playing through all 15 levels without cheats.

Maybe I will ask my granddaughter to do that.
My daughter can't be bothered anymore with such games.
As for myself, I really don't care what you think or not, but the game is too less challenge to even consider to play through again.
