I played it on a PC but I'm not sure if that would be considered DOS or Windows or what, but it was mid 90s and we had Windows on it.
Movement was from point to point and not open world
The premise of the game was you'd start with a home planet in a solar system and some basic units.
You could could colonize planets to gain resources & build more ships. Ships were defensive, exploration, or attack based & could be upgraded.
There was only a single basic resources and combat was not interactive. Enemies invade the space you were on and combat just happened, there was no aiming or maneuvering. Purely numbers based with a bit of variance, kinda reminded me of Axis & Allies.
The other thing I remember was that units had a name based on a genre you selected. I always chose mythical so I had names to choose from like Gold Dragon, Chimera, Castle, etc and once you build a unit you got to pick a name and that unit type was always that name from then on. Like a Star Destroyer you could name it Gold Dragon & from then on you built Gold Dragons.
