Demolition company management game [Operation Cleaner]

I'm looking for an old game where you play as a demolition company and manage it.

Here is what I remember:
- Game is either DOS or windows (3.1, 95 or 98)
- The game is 2D with a lateral view of buildings (think simtower)
- Main part of the game is to place different explosive to put down buildings (and avoid damaging other nearby by placing protection)
- Buildings were made of 1x1 tiles made of different materials and behaving differently (explosive impact and weight resistance)
- There was multiple missions from a small house to large buildings, and even bunkers
- You had to hire employee and buy some vehicules (never shown on screen) to reduce the time it takes to remove gravel after the destruction (just a display saying it took X days to clear and thus costed X dollars)

Later games with the same theme are 'Sprengmeister Simulator' and 'Blaster Simulator' by UIG, but they are 3D I think.
