Adventure/puzzle game from the early 90's

Adventure/puzzle game
Certain places were unobtainable until you found/unlocked other characters if you want to call them characters. Morphs is probably a better word.
i.e. to reach certain areas you needed to be able to fly, so had to turn into a birdman
also there were yellow blocks that led to places but you needed to be able to turn into a mouse. There were others I just cant remember what.
It had to have been on sega (genesis?) or SNES (possibly nes). I know it's not a lot to go on, but any help would be awesome
