Arcade game about President, Unsure of More Information [Space Bomber]

I am a teen looking for the name of a game I played last year at an old school arcade. So I don't know when it is from or remember the console. I just remember it was a really weird galaga type game but you were shooting at animal heads. I think there were pigs and dogs. And there was this guy who was supposed to be the president and an alien talking to him. I can't remember if the alien was good or bad. But the game had a story involving them. And I think one of them threatens to tell something sexual about the other one at some point? If this helps I was at the Galloping Ghost Arcade by Chicago and they do have a list of games on their website but I can't tell just by looking at names if it's it. I would have to see pictures. Like I said I don't know the name.
