Having trouble remembering the details of this one, I never got to play the full game, only the demo. But from what I remember, the game was quite awesome.
The demo ran on Windows 95 and seemed graphically appropriate for that platform, meaning it must have been developed around the mid 90s.
It was an arcadish combat simulation game, where your vehicle could fly in the sky but also dive underwater like a submarine, and also be used like a speedboat on the surface of the water.
The game environment was full 3D exploration, but the ships may have been 2D.
I cant remember any intro videos or further details though. Really fun game.
The environment was mostly water, with no land I can remember from the demo.
Unique arcade / simulation [Tigershark]

I was thinking about 'Tigershark', but I don't think it could fly.
