PC game that is similar to risk [World Empire]

Hello

I am trying to find an old pc game that I remember watching my older brother play in the 90â€™s. I donâ€™t remember much about the game as I was a small child then. I asked my brother for a brief description of what he remembers from gameplay.

â€œ I believe it was called War. Yes , Windows 97. You started off with countries and each one had an army of one. You got a certain amount of armies per turn based on countries. If you didn't leave enough armies behind the country would revolt giving you 5.â€œ

Any help would be appreciated as it has been a couple of weeks Iâ€™ve been looking.

The description sounds quite similar to World Empire. This is actually a series of games, with the first one having been released for DOS in 1991.

If not that, try looking at the list of Risk-ike games.
