a space craft game , unkown name

Hello im trying to find a game i played between 2009 and 2012 but i cant remember its name for the life of me , as i remember some details were that u can build/upgrade ur spaceship almost from scratch and then u can do missions for some sort of command center i think it was a galactic human army or whatever and also u could do various other missions like smuggle goods or trade depending on wether the goods are legal or not u can also combat other ships and destroy or steal them when they surrender but that will give u some wanted traits and if u get it high enough u can even have bounty hunters coming for u , it also had a hyperdrive travel and fast travel beside it was running on windows , if anyone knows what im talking about please leave a comment . thanks
