Is it an old CD? If so it might have been scratched to buggery.

A symptom of scratching would be if it got to a certain point then stopped suddenly (eg in a movie or failing to install at the same place all the time).

If it is the drive itself that is broken check the connections. I have had an external CD drive on a laptop: it connected to the PC card and always came loose.

Besides that you might want to give more information. We are computer geeks, not mind readers :D

First: put a CD in from what you are 100% sure it is ok , NOT a CD-R /CD-RW ! may be a original music CD.....
Give it some time....
Does it spin up ?
Leds working on the drive ?
Is it CD read only or CD R/RW ?
When you boot up, does it shows a error message ? ( drive not ready-not accessible.....whatever...)

If you still have that error, check ( if possible) the cables.
What is the OS? SYSSpecs ?
Drive R ? bit high for a laptop.
When you open it, is it dirty? (dust?) or clean ?
details...details....how more details ....how..... yes.

[EDIT]
Remember now your other topic, is this the one you bought for 20 $ ?
Even with a cripple CD drive - (if the laptop itself works) - you have a nice cheap toy there.

Do you have a dos bootflop with cd-drivers ?
If yes try that one out.
And see if you can access your CD drive through dos for starters.
It will give you an indication that your cd drive is ok or not.

You can make a dos bootflop in W95 via the control panel.

And if your cd drive is fried, install plain msdos , you can find it on internet.
The best solution for dosgames anyway.

Bootflop = Bootable dos (or other) diskette.
Contains all needed files to boot your laptop / pc .....

Patience dosraider, patience.......
SpaceFans, I believe you when you tell me your laptop is found.
What I try to do here is eliminate a bad W95 installation / driver / whatever.
If you use a good dos boot diskette( WITH CD DRIVERS ! ) and you can access the CD drive through it you will know it is not the hardware that has a failure.
No need to temper around in your hardware/bios if it is OK.
And with a good bootflop you know that in about 1 minute.
Do you understand ?

PS: If you don't know/ have or whatever a bootflop ask someone with W95 or W98 to make one for you. A W98(SE) bootflop will also work on your laptop.
