Once made a prototype of a 'gladiator' game using warcraft II footmen graphics. Around 8 of them appeared on the screen and I couldn't help but sing 'footy footy footy...' while playing.

I think all video games are art. I've finished a game and am now putting the spit-shine on a second (hopefully finished tomorrow, with a website within a week), and even if you ignore the code, most of the game is art. If not, the programmers have some reason for not wanting you to do it: it is probably impossible to play windowed.

I don't know if TPG is just an Adelaide thing, but we get $50 256k connection with a 20gb download limit, which if exceeded becomes 56k (no fees if we go way over).

Definitely C, with the option of going to C++.

The language makes sense (should be easy as a first language), has heaps of add-on libraries (such as Allegro) for graphics, sounds, keyboards etc. and is among the fastest of languages.
