If you are referring to a platform game, it could be Mega Morph / Morph / Super Morph. All are the same game but on different consoles. For PC, it is called Mega Morph. The items can change from rubber to solid, liquid and gas.

There were different missions in the game. At lower levels, it was beam up fuel. It could be at higher levels, that you beam up people. It's been too long ago that I can't remember some details.
