I believe Stargunner has some underwater areas, and it was released as freeware by 3D Realms sometime around early 2000s IIRC.

Your description partially matches the following games:
Kingdom at War
Heroes of Might and Magic II
Lords of the Realm II
Warlords III
Defender of the Crown
King Arthur's K.O.R.T.

However none fits exactly all the details that you list.

There's a category of Business Simulation games at MobyGames you can look through.

Since it lists games for all platforms, you might try narrowing it down to Windows only or browser only, and check out the relevant years.

You have to arm your peasants to get warriors (including mounted fighters) in The Golden Horde , and in the Ancient World themed titles like Ancient Wars: Sparta by the same developers. Can't remember any other titles ATM that have a similar mechanic unless you count War Wind or War Diary but neithe...

The description sounds quite similar to World Empire. This is actually a series of games, with the first one having been released for DOS in 1991.

If not that, try looking at the list of Risk-ike games.

Hmm, your description reminded me of Weird Island somewhat but I don't remember the graphics there being particularly stunning. Could "Simon Shares" be the publisher's name? There was a company called Simon & Schuster Interactive . Here's the full list of their games at MobyGames: https://www.mobyga...

The amount of resource types you list is not very typical for an RTS game of the Warcraft II vibe. Since you say it was 3D I'm not suggesting Primitive Wars. Any chance it could've been a later instalment in the Settlers series? Maybe a MegaGlest mod?

This is slightly too new for an old game; chances are the folks here may not be able to help you.

Re: Top Down DOS Spaceship Shooter, Defend Earth from Aliens

What I do remember that maybe distinct is the intro and game over sequences. It starts with a news broadcast that has a real voice over, the anchorman mentioning how the Earth's environment is pretty much wrecked (I believe the game takes place in the near future). The broadcast is cut off by the a...

It has been noted numerous times, and actually stated in the the rules , that "old" is a completely non-descriptive adjective that absolutely does not help to identify a game, like, at all . Unless you specify the exact, or at least approximate time period when you played the game , you significantl...

I used to go to the library as a kid and their PC's had an old game where you could build a single town. I hope you do realise that there is no way to infer from this the time of the described events (and hence, the time when this game might have been released). Please provide helpful information ....
