Not sure how square it is, rectangular in the old CRT scaling is more likely.

Some older games don't support other than the old 4:3 ratio, so it depends on the game. Stretching a 4:3 image to full screen would probably also make it look ugly.

The black & white memory you have could simply be that your dad's computer was monochrome. It seems to me like a 'hidden object' puzzler, where you look at a static image and click on one of several objects, which is then dismissed or added as a clue to a specific puzzle; e.g. some of the Agatha Christie puzzle games worked like that. Maybe I'm misreading it? (I've not seen too many wizar...

Assuming this was on the 16bit Atari ST: Targhan or Barbarian were two games had dragon enemies, and others. I'm not quite sure of which version of Fallout you are running. The Fallout version at Dosgames archive is just a smaller playable demo for Windows, according to the description. GOG has the full game - not the version I used, so I'm not aware of how it's run. The program dos4gw is a DOS memory mana...
