Greetings,
I wanted to know if there is any way to make DOS remap keyboard keys at the OS level. I know that ANSI.SYS can do it for extended keys but I need it for the basics keys (e.g. swap the "f" and "SHIFT" key). The reason i want this is because i have an arcade machine with various emulators and some old DOS games. I want to add some more DOS games (in particular Epic Pinball), but the game will not allow me to change the controls. The joystick buttons are already fixed to the keyboard controller chip and in order to play the game I would need a way to 'fake' the game into thinking the "a" and "s" keys are the left and right "SHIFT" keys. Any ideas? Thanks!

Keyboard remapping question in DOS...
If your arcade machine runs MsDos (or similar) you could use the ol'KEYMAP TSR.

Easiest would of course be if it runs on Win (or Linux-Mac) and running them games in dosbox, dosbox has a keymapper included.
