hey, i think i know exactly the game you're talking about! i actually used to play it, it took me a couple minutes to find it, but i think this is it. it's called "tank wars online". unfortunately, i am having trouble finding any information on the game, and deleted my copy a long time ago...

i want to say this sounds like the original command & conquer? i owned that game, and the "robot" voice you're referring to may be the female voice that speaks robotically to alert you of things like "our base is under attack" and "building" when you start construct...

i also agree with that! haha. soldat to me was such a great implementation of FPS style gameplay in 2D. practically any standard non-gaming configured machine could run it.
