So, sorry, but this is a tough one. I haven't played it in more then 10 years, so my memories are a bit fuzzy.

I think I played it around 2002 to 2006, it was one of those point and click children's games. I think it was a detective thing. The first scene i'm fairly certain was taking place in a bedroom where a sleepover was taking place (maybe?)

I do very clearly recall one single line. There was a messed up guy on a port with a really pronounced lisp who would always say. "I will gladly pay you Tuesday for a fish sandwich today."

I've tried searching it up before but have found nothing. Any of you have any ideas?

Oh yeah, and it was on Windows.

I think that line is from one of the characters (Wimpy) in the 'Popeye the sailor' cartoon. (This line is listed in the wiki link below, but he normally wants to a hamburger, not a fish sandwich, so it could just be a joke reference to Wimpy).
If the figure has any connection to your game, I can't say.
