I'm sorry in advance for being vague with this one - because I didn't actually play this game except for maybe once or twice on an arcade in some hotel restaurant lobby when i was 5-8 yrs old.
The game play was I think very similar to Heavy Barrel, at least in style, and I distinctly remember blob enemies on the 'insert coin' screen. Green and red and I think of different shapes, they bounced or they wormed along, I can't remember exactly. THey weren't the main type of enemy I don't think, it may have had people in it too (enemy soldiers). I remember it being very difficult, but then again I was very young.

Heavy Barrel was a rotary joystick game, wasn't it? There aren't too many of those, Ikari Warriors series, etc.

I looked through every one of those and none of them are the winner For some reason, what sticks out most is the glob monsters.
