Very obscure shareware game... but you were the Chief of Police and it had a top down view of a city sorta like the topdown view when you're driving in Police Quest 1... you could deploy squad cars and decide on how many officers and what weapons to deploy in each squad car, and then send them on their merry way in realtime...graphics were really basic... I remember the intro had some really really bad graphics of a police car (side view) pulling up to a house and a stick figure police officer coming out and shooting a suspect..
