Anyone here familiar with an old 90s shareware game featuring a red car you could drive around a small town? The perspective was top-down and you could shoot at other cars who were trying to do the same. Similar to Spy Hunter, I suppose, though the 'world' was a lot more open and I'm quite sure the car was red.

You didn't meant Death Rally ....?
For some reason that's always the first that pops up in mind when someone asks about 'a red car, top down, shooting ...'

No, the graphics were a lot simpler. And there was no racing element that I was aware of. It's more like Rally-X now that I think about it, so it's probably some obscure indie clone.
