According to Wikipedia, it is. Their citation points to kalpen.de where you can find this quote:

If this is legit, I'm thinking emmzee needs to add this title to dosgames.com.

I don't trust that site AT ALL..

Everywhere I go to cross reference check to see if its freeware.. It doesn't say.

If anyone was to release it freeware, it would be the company " Distinctive Software " I don't think publishers have much opinion on that.

I've checked it from another site (googled) and it has cracked files, but haven't tested it in 4y yet.

Abut DSI, it was bought by EA in 1991... (Is now the Canada studio (Wikipedia))
