PC game around 2000 for a space RTS game like starcraft

I cant remember the exact year i played the game. but it should be windows 98-2000 era because i get the cd from my dad.
It is installed on the windows platform. I played it on a Pentium 4 desktop.
The game is like a space war RTS it happens entirely in the universe, no ground battle or anything. Involves spaceships of all kinds and i remember it has gundam type of spaceship, fighters, laser ships,missile ships. remember it has 3 kind of resources and everyone's HQ is a planet. Planet can produce workers to gather resources. You can build structures /starbases to produce spaceships and other things.. Its basically a starcraft in space. its 2d like starcraft. and yeah i remember the computer is crazily hard in random match mode compare to story mode.

I appreciate everyone's imput.
Really want to revisit this game.

Star Command Revolution is close but its not it.
Dam me i cant really remember
The very distinctive thing about this game is that your HQ is a planet.
If your planet is destroyed, you are not going to be able to produce workers.
So you have to rely on the existing buildings for the last effort.
