Eco Project Tycoon Game [Plan It Green]

Hello,
I know there is a game from 2009 that fits this description but that is not the game I am looking for. The game I played was from around 2007 or 2008 and it was only a demo at the time. In the game you worked towards bettering the community. I remember picking paint colors from Eco friendly paint and making choices about certain aspects. I believe I found this game from Yahoo! Games back when they collected free games. Please help me find this game because it was a lot of fun for me.
