Heya all. There's a game that's been in the back of my mind since forever, and for the life of me, I cannot remember what it is...
It was a turn based strategy game that was primarily text based and menu driven where you had to defeat all your opposing countries. Which there could be a lot, up to 12 or 16. I'm pretty sure multiplayer was possible through TCP/IP too.
The map was represented by a square and divided into separate colors representing each country and how much land they owned. The shapes and sizes of the countries would change depending on what nation attacked whom and how much land was taken over as a result of the attack.
One of the things you could do during your turn, you would manage your nation by deciding how many scientists you had in order to research technology ranging from troop strength, land efficiency, birth rate, and 3 other things I can't quite remember.
Another thing was deciding what nations to attack, but in order to do so, you had to have a general hired to lead your army. The general had 4 major stats: Skill, Age, Speed, and one other that determined how fast he gained skill. Depending on the stats you set, the general would cost more or less.
The Generals could be asked to study to raise his skill, rest, or attack/defend a border.
If you were attacked and didn't have a general set at the border of the attacking nation, it would default to General Dimwit.
I think that's all I can remember for now. I'll edit this post if I can recall more, but I'm pretty sure I described most of the game. Thanks in advance all!

Maybe World Empire III?

Or something else from the Grand Strategy game list (sorted by date, can pick out Win 3.x or Windows games in the platform column)

Conquest is probably too old/simple, but that's the one I specifically recall.
