Well, it was remade for Windows. That's the version you download. It might be why it's so big.

Rockstar Games has come up with the great idea to add Grand Theft Auto to their Classics list. Not only that, but now it has also been released as free download! The game has been altered to be played on the latest systems with the newer platforms such as Windows XP.
I think the bolded text is the reason why it's so much bigger. I'm not sure, though.

By the way: did you get the game from freeloader.com?

Did animated sequenses and music originally come from cd? That may be a reason.

Maybe they "accidentally" released GTA3. GTA3 zipped is 150-200MB.

The way freeloader compressed their files was weird...I'm not sure why exactly though.

Amro: I've heard the GTA 3 warez copy doesn't come with text.

Orbitman2099: Thanks for posting here, but I actually found that out on a different board. I didn't know GameSpy had it 'til you posted about it, though.

John the Ax: It might be, but I sort of doubt it....I'm not sure why. I just do.

Perhaps they didn't zip it or anything, and just put it in a folder and hosted it....that would be pretty stupid to do though.
