Have you tried Dosbox? From archive.org they are probably dos games, not windows... (And mobygames says Panzer General is a dos game!)

There's a "How to run dosbox" sticky message at the top of the Get Games Working forum, but basically install dosbox .74 (google for a download), tell it where the games are using the "mount c ???" command at the z: prompt after you run dosbox, and run the game using the two commands "c:", and "gamename" to run the game.exe (or .bat or .com)

(edit) Here's a link to that "How to run Dosbox in Windows 7+"
