Strange that you could not find any. There are many RPG makers in fact:
Some RPG makers at dosgames.com
RPG toolkit
Explorations 32bit RPG Game Engine
Sphere-2D Game Engine
Hamster Republic RPG Construction Engine
Toolkit for Computer RPGs
Vecnas Extraordinary Role-Playing Game Engine

There are many others .... Wink

Ok, let me say that again... I want to make a RPG game with no fighting, just a life RPG like Sims or something. Btw im not lazy, the reason i said easy to use is because i dont have much game programming knowledge, im not like 20 and in college or anything.

Ok, ill make this short and simple. How do I take a character (civilian) from the materials (or materialbase) and put it in the game?

Dudewhorules,Do NOT create a new topic for every question that pops up in your skull, but continue in the topic you created. I'v' merged your new topic with this existing one, this is an one time thinghy, next one will be deleted on sight.
This is not your personal spam me up to TeH max blog, but DGF.

And a friendly advise:
Ask where you got RPGMaker, there is a forum there.
http://www.explore-rpg.com/cgi-bin/forums/YaBB.pl
